Save the Children Philippines urges all public and private schools to act on the mounting complaints of sexual harassment and other forms of abuse and violence reportedly committed by faculty and school personnel against their students.

Atty. Alberto Muyot, Chief Executive Officer of Save the Children Philippines, said schools are mandated to effectively adopt and implement their respective child protection policies to protect children and youth in school from all forms of abuse, violence, exploitation, discrimination, and bullying. “Save the Children Philippines is supporting the students’ call for justice from their harrowing experiences of sexual abuse and violence allegedly committed by faculty and school personnel,” said Muyot and emphasized that “it is the duty of the Department of Education to ensure all schools are conducive to the safe learning of children.” DepEd order no.40, known as “DepEd Child Protection Policy,” was issued in 2012 and mandates all schools, both public and private, to develop a policy and guidelines to protect children from all forms of physical or mental violence, injury and abuse, neglect or negligent treatment, maltreatment and exploitation, including sexual abuse in accordance to the principles of the United Nations Convention on the Rights of the Child (CRC), Muyot, a former DepEd Undersecretary and author of the Department Order, said the Child Protection Policy should also integrate the right of the child to education and achieve the right progressively, and on the basis of equal opportunity. Save the Children Philippines expressed serious concerns on the rising cases of sexual harassment, violence against students of private colleges now being aired through social media platforms which opened a floodgate of similar complaints from other schools. “We are concerned that the cases posted in social media only show the tip of the iceberg as deprived and marginalized students may not have the voice and the platforms to express similar complaints,” said Muyot. Further, schools should strengthen their Child Protection Policy to ensure regular attendance of students and reduce dropout rates. “Students’ right to participation and to be heard appropriately, and be listened to by school authorities must be fulfilled at all times,” said Muyot. Child Protection Policy must be known by all school personnel, faculty and students through regular seminars and training. The Child Protection Policy should also be highlighted in students’ handbook. “To encourage more students to speak up on cases of abuse and violence, school discipline must be administered in a manner consistent with the child’s human dignity, and in conformity with the Convention on the Rights of the Child” added Muyot. Save the Children Philippines continues to partner with the DepEd and local communities to increase awareness on children’s rights to access health and nutrition, education and protection from all forms of abuse and violence. Also, the child rights groups conducts Positive Discipline sessions for teachers, parents and community leaders by highlighting children’s rights and the way they should be treated in the home settings, community and schools. |

Nangyari ang mass arrest sa isang resto-bar na matatagpuan sa 18th floor ng condominium sa Salcedo Village, Barangay Bel-Air sa Makati Linggo ng gabi, June 28, 2020.
Ayon kay Makati police chief Col. Oscar Jacildo, nakatanggap sila ng reports tungkol sa hindi umano pagsunod sa social distancing sa nasabing istablisimyento kaya agad itong pinuntahan ng mga pulis at naabutan doon ang mahigit 100 mga Pinoy at dayuhan na kumakain at umiinom.
Sa ilalim ng general community quarantine, bawal pang magbukas ang mga bar. Ngunit ayon kay KC, lumabas lamang silang mag-asawa para kumain sa nasabing resto-bar.
"That place was open before so parang feeling ko, okay. Why were they open if they're not allowed to open? Maybe that's my fault, I didn't do my research. So feeling ko, they're allowed to be open. So I went," paliwanag ni KC sa mga mamamahayag.
Pinuna rin ng radio host ang klase nang paghuli sa kanila dahil pinagsama-sama sila sa isang sasakyan. Hinuli sila dahil sa social distancing gayong pagdating sa sasakyan ay para silang mga isdang isiniksik sa isang lata ng sardinas.
"I was hungry, I went to eat a place that seemed open. Now I'm arrested. I really should've stayed home and watched Gimore Girls.
"So take all of us from a wide open area, cram us into a tiny police station, hot no AC, then cram us on to truck shoulder to shoulder , how is that responsible? The exact opposite of social distancing.
"Arrest us for not social distancing (we were actually practicing it) we were there for 5 minutes for dinner.
"This is absolutely ridiculous!" ayon pa rin kay KC sa kanyang Twitter post.

FDCP ENCOURAGES YOU TO BINGE DURING QUARANTINE
Although the country has been gradually easing down on restrictions, many of us still find ourselves under some form of quarantine that seems likely to continue in the foreseeable future. And as the dangers of Covid-19 continue, so does the effort to maintain proper social distancing and avoiding unnecessary mass gathering. With this in mind, the Film Development Council of the Philippines (FDCP) launches Binging During Quarantine, a campaign encouraging us to promote our love for cinema by sharing our favorite films and series we’ve seen on various online platforms during this quarantine period.
During the quarantine period, many of us have found solace and entertainment through the various films and tv series available in different online platforms. Several filmmakers and productions have also released their films for free online, encouraging folks to stay at home to help slow the spread of coronavirus.
Through "Binging During Quarantine," various film industry personalities will be sharing their favorite films and what they've been binging on while stuck at home during the countrywide quarantine. DOH, FDCP, DOLE ISSUE GUIDELINES FOR FILM AND AUDIOVISUAL WORK AMID COVID-19
The Department of Health (DOH), the Film Development Council of the Philippines (FDCP), and the Department of Labor and Employment (DOLE) have joined forces to release guidelines for the resumption of production work and activities in the film and audiovisual industry amid the Coronavirus Disease 2019 (COVID-19) crisis.
The "Joint Administrative Order (JAO) No. 2020-001 on the Health and Safety Protocols for the Conduct of Film and Audiovisual Production Shoots and Audiovisual Activities During COVID-19 Pandemic" was signed with immediate effectivity on June 7, 2020 by FDCP Chairperson and CEO Liza Diño-Seguerra, DOLE Secretary Silvestre Bello III, and DOH Secretary Francisco Duque III.
"These guidelines, drafted in consultation with professional guilds and stakeholders, prioritize the health and safety of our film and audiovisual workers as they slowly resume operations," said Diño-Seguerra. "As the film and audiovisual industry is part of the country's hardest-hit business sector due to COVID-19, it is empowering that our lead government agencies are working with the FDCP to support industry members in transitioning to the new normal of performing their works while ensuring a safe environment amidst the pandemic."
The Order covers all film and audiovisual companies; workers regardless of employment status (including contractors and freelancers); all contents (including motion picture, film, television, animation, and advertising); all stages of production (including pre-production, principal photography, and post-production); all venues of production (including locations, production and animation studios, workplaces, production sites, and post-production facilities); and all others concerned with the conduct of film and audiovisual production shoots in all stages.
In the absence of a vaccine and definitive cure, producers and employers are required to comply with the Inter-Agency Task Force on Emerging Infectious Diseases (IATF-EID) and DOH minimum health standards for COVID-19 mitigation by increasing the physical and mental resilience of workers, stopping transmission, reducing contact rate, and shortening the duration of infectiousness.
With sectors slowly returning to work as we jumpstart our economy, the risk of COVID-19 affecting our population remains. "These minimum health and safety protocols will ensure that our workers in the film and audiovisual industry are protected. Furthermore, by implementing these guidelines we likewise ensure that this protection extends to their families and communities," the Health Secretary said.
Among the mandatory control measures that promote the safety and health of workers are the following:
1. Reduce the number of workers and create alternative work arrangements. A maximum of 50 workers only shall be allowed to work in production sites.
2. Modify necessary revisions of scripts and production executions without sacrificing health safety measures.
3. Maintain physical distancing
4. Employ engineering controls to limit physical contact and personal hygiene. There must be handwashing stations, footbath mats in all entrances, and physical barriers in common areas. The sanitation of workplaces and production or shooting sites, as well as the disinfection of equipment, wardrobe, props, and vehicles must be done regularly. There must also be a designated COVID-19 isolation area in locations and workplaces for all stages of production.
5. Enforce effective implementation of JAO through Administrative controls.
Producers and employers must disseminate all COVID-19 health and safety protocols to workers and must plan their work and productions to comply with the requirements of the Joint Administrative Order. Safety orientations must be conducted before the resumption of production work
6. Proper use of PPEs.
Workers must wear their personal protective equipment (PPE) like surgical masks, face shields, and gloves at all times. They should also use alcohol or hand sanitizer religiously, on top of washing their hands properly. Producers and employers must provide an ample supply of PPE and alcohol or hand sanitizer.
Vulnerable population groups composed of pregnant women, senior citizens, and those with underlying health conditions are discouraged from working on production sites as they have a higher risk of contracting COVID-19. The producer or employer must develop agreements that detail alternative work arrangements and deliverables from these workers with no diminution in talent fees or benefits.
Aside from ensuring the strict compliance of industry stakeholders, the Order also provides for the Safe Filming Program which will give information on working safely in the Philippines by creating a resource website with the guidelines, systems, resources, forms, documents, issuances, updates, and best practices from international film commissions.
